May Revision of the Governor's Budget
May 14, 2008
Governor Arnold Schwarzenegger released the May revision of his 2008-09 budget on May 14th. This revised budget provides an update of revenues, expenditures, and reserve estimates for the state. They are based on the latest economic forecast, plus, for education, changes in school attendance figures. Given the state's current fiscal crisis, this revised budget proposal is likely to just be the start of a lengthy debate in Sacramento. State law calls for the Legislature to submit a budget by mid-June, but many experts say it could be well into the summer before this occurs.

The Fiscal Crisis & Management Assistance Team (FCMAT) will webcast a teleconference on the Governor's revised budget as it pertains to education on May 16, 2008 at 10 a.m. After the event, an archive of the webcast will also be available to the public.

The Governor’s Budget for 2008–09 Proposes Historic Cuts for Education

Gov. Schwarzenegger’s proposed budget for 2008–09 has sent shock waves through the education community. He has recommended a $4.8 billion cut for K-14 education, on top of a $400 million reduction for education in the current year. The net effect is about $750 less per student than K-12 education would normally receive or about $18,750 per classroom.

This brief describes the governor’s proposal and outlines the immediate impacts it is expected to have on California school districts as they complete this school year and plan for the next.

FCMAT Budget Teleconferences:
The Fiscal Crisis & Management Assistance Team is webcasting a live teleconference of legislators, government officials, and education stakeholders discussing the governor's revised budget on Friday, May 16 at 10 a.m. The webcast will also be archived and available to the public after the event.

FCMAT also streamed a live teleconference of the LAO's analysis of the proposed 2008-09 budget in February.

Center for the Future of Teaching and Learning: Impact on Teacher Quality
In its March 2008 Center View commentary, the Center for the Future of Teaching and Learning (CFTL) relates the current state budget situation, and impending teacher layoffs, to the state’s long term efforts to improve teacher quality.

Legislative Analyst's Office: Analysis and Alternatives
The Legislative Analyst's Office reports on the state's gap between revenues and expenditures, and proposes solutions. They also have a briefing that reports specifically on Proposition 98, and includes projections. The LAO overview of the governor's budget has been released. The LAO also released an alternative budget plan on February 20, 2008.
